Yes that is exactly what my suspicion was.
In order to test this, I deactivated the "Allow Split" parameter tick. I confirmed there was sufficient stock (I actually manually counted in more stock in one location) and completed the production order again.
It still split the quantity even though this was deactivated and stock was only in one location.
I am going to retest this by writing off all other stock and see what the difference is.

Just an update on this particular query. After further investigation it turns out that the below parameter ticks were causing the splitting of the quantities.
It is the setup on the location directive.
Restrict by unit
Round up to unit
These parameters were de-activated and it did not cause the split. The round up was a big factor, as not exact quantities were picked via raw material picking leaving the smaller balances behind in a negative on the on-hand form.
