I believe standard behavior is to pull from the original order that is being returned.
So for instance, on a regular transaction the value defaults from the customer to the order, but can then be changed manually. In a return order, if it defaulted from the customer, it might miss a manual change and calc the wrong amount of tax on the return.

Subject: Sales tax group on Return order
Hi Everyone,
We recently discovered the Sales tax group is not populating on Sales orders with the type of Returned order. These order are generated from creating an RMA. The sales tax group is setup on the customer and populates on normal sales order. We are using AX 2012 R3.
Any thoughts?
