We also use AvaTax (just went live on 2/1) and have a similar situation with Ohio. We solved it by making sure each warehouse has a valid address record (validated by AvaTax) in the warehouse record. (Not sure if needs to be primary or invoice or delivery or what... you may need to experiment with that.)
We are on AX 2012 R2 though, so I can't guarantee that it will be the same with D365. Avalara is usually pretty good about answering questions as well, so you might want to check with them.
