I have 2 suggestions for you to try -
1. I have not tested that, since I don't have a project configured environment at the moment and do not have time to set one from scratch, but you can try that fairly easily.
See if you can use the Project Transaction Adjustment functionality to split the expense transaction. and then use transaction adjustment to move the portion you split from the internal project into a T&M project where you can bill your employee.
2. Less elegant but sure to work: record a negative EXPENSE transaction for the portion you want to sell to your employees and offset into a clearing ledger account, then create for the same amount a POSITIVE expense transaction into the T&M project, offsetting and clearing the clearing account.
Invoicing out of an internal account does not exist and makes not much sense for Microsoft to add to the product.

Is there a configuration that will allow free text invoice lines to be charged to an internal type or investment type project? We use projects extensively. We have several instances per month, where an expense or item is charged to an internal project, then we want to bill part of the cost to a customer. For example, we may purchase a large batch of embroidered shirts, and charge the cost to an internal project with a category for marketing expense. Our employees are allowed to purchase some shirts at a fraction of the cost. We would like to bill the employee's customer account, and credit the internal project to reduce some of the marketing expense in that internal project. We don't have a ledger account setup for just the marketing expense, and prefer to use a project/category over creating additional ledger accounts. Currently, we are making a journal to credit the project/category and debiting a ledger account, that we then turn around and charge on the customer free text invoice, which seems like double the work to get a small bill sent out.
