    Greetings from New Zealand.

    My advice is to consider if these are transactional or master data and weight that up against the personal involved.
    I am the AX/D365 admin for the company and would always create warehouses and locations myself but I would not allow these requests to be sent to the I.T. department. In this company they will do anything a manager has authorized and don't make the distinction between authorized and qualified, For us warehouses represent both physical locations which impact on master planning and purchasing as well as financial buckets that represent types of product (Finished Goods/Raw materials etc). Even if the current Warehouse manager is aware of this a new person employed will potentially re-organize this structure without understanding the consequences. Warehouse locations are not as significant but when a warehouse is re-organized I will try and re-name orphaned locations rather than simply create more which is more. I would see my role as fitting more into a Master data team rather than the I.T. department but these terms will be different for every company. In your case the Warehouse manager may also be creating new products, and managing reporting across multiple sites so would be the right person for the role?
    If new locations are being added then it is likely a bulk update can be performed to move product and change default locations which for us is an I.T/Admin task.

    In simple terms, whoever is creating warehouses and locations and should be technically able to perform the stores role themselves and thus understand the impact of the change both physically and financially.
    I can't comment on the other two questions but the same rules should apply.
    Is it a parameter which need to be tightly controlled, is it master data that can impact across departments and reporting, or is is transactional that need to be added by crew in real time.
    The final point to consider is can the addition be deleted or are you stuck with it forever if it is created wrong - Deleting Locations and Warehouses is not a simple exercise.
