  I hope you can get this back to management. Also, this rant is not personal though I am quite passionate about this.
  Removing this feature is a huge mistake until you allow us to change which inventory dimensions are enabled on an item. The most common reason we rename items is to enable/disable serialization on an item.  However, it is also done due to initial item set-up issues which no amount of change process management will completely eliminate.
   We need a method to correct mistakes, the response 'just don't make mistakes' is not good enough.  It would be like disabling the ability to hotfix D365FO because "A strong quality control board should prevent many errors'.
   The item rename allows us to correct a great many issues with minimal impact on business operations.
   I noted KB 4503738 describes the item rename as having a different impact on D365 than it does in AX2012.  I hope there is more to the story because this will be yet another roadblock to the adoption of D365FO.

Yes, Item renaming was removed in D365FO. This was done to protect data integrity.
A strong materials board (engineering change, etc.) should prevent many errors. For clients that intentionally rename Items (no entry error), consider strategies such as using Size or Color (renamed) or rev'ing Items (back to engineering board).
